Key activities include:

  • Reviewing and analyzing refinery operational and engineering reports and preparing management-level assessments.
  • Identifying operational challenges and recommending technical solutions.
  • Coordinating technical working groups to facilitate knowledge sharing and the exchange of best practices among refineries.
  • Supervising catalyst management programs and supporting the development and localization of catalyst technologies.
  • Monitoring compliance with approved corporate policies, operational directives, and strategic initiatives.
  • Coordinating major refinery turnaround and maintenance programs to minimize downtime and optimize costs.
  • Monitoring refinery feedstock intake, product yields, energy consumption, losses, and conversion efficiency.
  • Participating in technical committees related to product specifications, feedstock allocation, pricing, and operational planning.
  • Supporting refinery process optimization and continuous improvement initiatives.
  • Monitoring energy efficiency performance and fuel consumption reduction programs.
  • Developing production forecasts and coordinated refinery operating plans.
  • Preparing operational, performance, and production reports for executive management and regulatory authorities.

Transportation, Storage, and Distribution Coordination

This function oversees the integration and coordination of activities across the petroleum supply chain, from crude oil production and transportation through refining, storage, distribution, and export operations.

Key responsibilities include:

  • Coordinating crude oil and condensate supply to refineries.
  • Monitoring the transportation of crude oil and petroleum products through pipelines, marine terminals, rail systems, and road networks.
  • Supervising product storage and inventory management across distribution facilities.
  • Coordinating nationwide petroleum product distribution to ensure supply continuity and strategic stock availability.
  • Supporting export operations through coordination with export terminals and logistics stakeholders.
  • Monitoring operational performance across transportation and storage infrastructure.
  • Facilitating collaboration among upstream, midstream, and downstream stakeholders to ensure uninterrupted operations.
  • Managing emergency coordination and operational contingency planning.
  • Supporting optimization of transportation capacity and logistics efficiency.

Engineering Projects Affairs

Engineering Projects Affairs provides governance and technical oversight throughout the lifecycle of refinery development and modernization projects.

Key responsibilities include:

  • Supervising project planning, design, construction, commissioning, and handover activities.
  • Monitoring project progress and identifying implementation challenges.
  • Supporting the development of new refinery projects and capacity expansion initiatives.
  • Facilitating technology transfer and the adoption of innovative engineering solutions.
  • Maintaining technical knowledge repositories and lessons-learned databases.
  • Participating in the development of engineering standards and contractor evaluation frameworks.
  • Coordinating with governmental, regulatory, and industry organizations regarding project implementation and technical requirements.
  • Supporting localization initiatives and the utilization of domestic manufacturing capabilities.

Technical Inspection, Methods, and Standards Affairs

This function is responsible for establishing policies and overseeing technical inspection activities to ensure the safe, reliable, and efficient operation of facilities and equipment across NIORDC and its subsidiaries.

The primary objectives are:

  • Reducing corrosion-related risks and costs.
  • Improving asset integrity and operational reliability.
  • Minimizing maintenance costs through advanced inspection methodologies.
  • Achieving compliance with national and international technical standards.

Technical Inspection and Asset Integrity

Major activities include:

  • Auditing technical inspection departments across subsidiary companies.
  • Supervising major maintenance and turnaround activities.
  • Investigating operational incidents and technical failures.
  • Assessing corrosion management programs and asset integrity practices.
  • Evaluating and qualifying technical inspection service providers.
  • Leading technical protection and corrosion prevention committees.
  • Participating in specialized technical working groups and professional development programs.

Methods and Standards Development

Major activities include:

  • Developing, reviewing, and harmonizing technical inspection procedures and standards.
  • Standardizing measurement, metering, storage tank, and petroleum product handling procedures across subsidiary companies.
  • Coordinating technical reviews and consultations with operating companies.
  • Facilitating stakeholder engagement during standards development and revision processes.
