Health, Safety, Environment (HSE), Passive Defense and Crisis Management

Overview

The HSE, Passive Defense and Crisis Management Department is responsible for planning, directing, coordinating, and supervising programs related to occupational health, process safety, environmental protection, passive defense, and emergency management throughout the refining and distribution sector.

The Department provides strategic leadership and corporate oversight to ensure the effective implementation of HSE policies, standards, procedures, and best practices across all subsidiaries and operational facilities of the National Iranian Oil Refining and Distribution Company (NIORDC). Through the integration of Health, Safety, Environment (HSE), Passive Defense, and Crisis Management programs, the Department seeks to enhance operational reliability, safeguard human resources, protect the environment, and strengthen organizational resilience.

Mission

To establish, implement, and continuously improve integrated Health, Safety, Environment (HSE), Passive Defense, and Crisis Management systems that promote safe operations, environmental stewardship, sustainable development, and the protection of people, assets, and communities throughout NIORDC's refining, transportation, storage, and distribution operations.

Key Responsibilities

HSE Governance and Strategy

  • Formulating HSE policies, strategies, standards, and implementation frameworks.
  • Establishing and maintaining integrated HSE Management Systems (HSE-MS) throughout NIORDC and its subsidiaries.
  • Monitoring compliance with national regulations, Ministry of Petroleum requirements, and international HSE standards.
  • Developing HSE strategic plans, performance indicators, benchmarking programs, and continuous improvement initiatives.

Occupational Health and Safety

  • Promoting safe working environments and preventing occupational injuries and illnesses.
  • Developing and implementing risk management, hazard identification, and incident prevention programs.
  • Monitoring workplace health and safety performance across operational facilities.
  • Conducting audits, inspections, investigations, and corrective action programs.

Environmental Protection and Sustainability

  • Monitoring environmental performance and compliance with environmental regulations.
  • Developing programs to reduce emissions, waste generation, and environmental impacts.
  • Supporting sustainable development initiatives and environmental stewardship programs.
  • Promoting energy efficiency and resource conservation practices.

Passive Defense and Crisis Management

  • Developing emergency preparedness, response, and business continuity plans.
  • Coordinating crisis management activities and emergency response programs.
  • Enhancing organizational resilience through passive defense initiatives.
  • Conducting drills, exercises, and readiness assessments.

Training and HSE Culture Development

  • Strengthening HSE awareness and safety culture throughout the organization.
  • Developing specialized HSE training programs and competency frameworks.
  • Promoting proactive risk management and preventive approaches to safety.
  • Supporting organizational learning and knowledge sharing in HSE-related disciplines.

HSE Management System (HSE-MS)

NIORDC's HSE Management System is based on internationally recognized best practices and the principles adopted by leading global oil and gas organizations. The system provides a structured framework for managing health, safety, and environmental risks while ensuring continuous improvement in operational performance.

The implementation of HSE-MS supports:
